RFP issued to provide and sell promotional items for Arts Fest

As of yesterday morning about 10 local individuals and small firms have shown an interest in providing and selling promotional items for the 10th Festival of the Pacific Arts, set for July 20-Aug. 2 in American Samoa.
The RFP for this project was issued by the Procurement Office on Jan. 24 with a closing time no later than 2 p.m (local time) on Feb. 25. Thereafter a source evaluation board will be appointed by the Chief Procurement Officer to review all proposals received.
A government official said that this is a huge regional event, where a lot of revenue could be earned for the committee, which made the right move in approaching the Procurement Office to assist in this procurement process.
"At least it will be fair and everyone can submit a proposal for consideration," said an ASG official, who noted that this RFP will be a different spin compared to regular RFPs for ASG. "The festival has a different need and the procurement office will cater to that."
While 10 local individuals and small firms have picked up a copy of the RFP none have submitted a proposal yet. "However, there is still enough time for everyone," said the official, who asked not to be identified.
According to the RFP the government is interested in vendors selling promotional items commemorating the festival. Promotional items can include, but are not be limited to, the following: polo shirts, t-shirts, caps, visors, decals, stickers, pins, banners, lavalavas (pareus), coffee mugs, glasses, shot glasses, tote bags, canvas bags, ashtrays, calendars, collectibles, etc., and otherwise any merchandise that is worthy of interest and sale during the festival.
ASG through the organizing committee intends to contract with successful vendors for exclusive rights to sell merchandise under a license pursuant to applicable rules and regulations.
"A licensing fee payable to the Organizing Committee will be required of vendors for the exclusive right to sell merchandise and specifically for merchandise with the official Pacific Arts Festival logo affixed to it," the RFP said. "This fee or minimal investment will be determined after review of proposals and subsequent interviews with interested vendors."
"Services provided by the successful offeror will be under a negotiated firm fixed price contract agreement," it says and noted that the successful vendors will be required to sell merchandise at marked discount prices to the organizing committee.
Copies of the RFP, which includes specific details and points of evaluation are available at the Procurement Office in Tafuna.
